In 1992, Congress asserted that Fannie Mae & Freddie Mac (FM&FM), the two large Government-sponsored enterprises that provide a secondary market for home mortgages, have an affirmative obligation to facilitate the financing of affordable housing for low- & moderate-income families. To further this objective, a system of quantitative housing goals was instituted & associated regulatory oversight responsibility was assigned.
