State of California's Offshore Contracting : Uncertainty Exists about Its Prevalence and Effects

Audit report by the Calif. Bureau of State Audits concerning service-related contracts for state-funded work that is being performed outside of the country. This report concludes that it is difficult to judge the prevalence & effects of offshore contracting. Specifically, state agencies currently receive no guidance related to off-shoring & are not required to track where their contracted services are being performed or report the extent to which services are being performed offshore.
