On Feb. 28, 1994, the DoD instituted its current policy on homosexual conduct (HC) in the military which provides that engaging in HC is grounds for discharge. Service by those who have a propensity to engage in HC creates an unacceptable risk to morale, good order & discipline, & unit cohesion, & that the long-standing prohibition of HC therefore continues to be necessary in the unique circumstances of military service. The DoD policy also provides, however, that sexual orientation is a personal & private matter that is not a bar to military service unless manifested by HC.
