The Railroad Revitalization & Regulatory Reform Act of 1976 & the Staggers Rail Act of 1980 gave freight railroads increased freedom to price their services according to market conditions. This report is an update of a 1999 report, which reported that most rail rates had decreased from 1990 through 1996.
