Born in Temascalcingo in 1840, Velasco studied painting and drawing from an early age, and in 1877 was appointed landscape professor at the National School of Fine Arts.Velasco's work was exhibited internationally during his lifetime: in Madrid in 1892 for the Historical Americana Exhibition, and in 1893 in Chicago at the Universal Columbian Exhibition.
