The General Accounting Office's (GAO) experience with Federal agencies has shown that attempts to modernize information technology environments without blueprints -- models simplifying the complexities of how agencies operate today, how they want to operate in the future, & how they will get there -- often result in unconstrained investment & systems that are duplicative & ineffective.
