This is the third in a series of books that look at the costs and benefits of arms control and disarmament. It looks at what happens when there are no controls, i.e. the costs of an arms race, by examining the case of India and Pakistan. It concludes that the high levels of military expenditure have led to increasing tension and insecurity, whilst the costs of the programmes have retarded the pace of development. Pakistan in particular has many of the characteristics of a failing state.
