This study: (1) identifies areas in which measurement & standards will be needed to capture the full benefits of wholesale & retail deregulation of the electric power industry in the U.S.; & (2) to identify, on a preliminary basis, the economic impacts of not meeting those needs. Preliminary findings were presented at a workshop on Challenges for Measurement & Standards in a Deregulated Electric Power IndustryÓ held Dec. 6-8, 1999.
