Actions to Reduce Fatalities, Injuries and Crashes Involving the Hard Core Drinking Driver

From 1983 through 1998, 140,000 people died & 100,000 people were injured in fatal crashes involving hard core drinking drivers (HCDD) (includes repeat offender drinking drivers as well as offenders with high blood-alcohol concentrations). The safety issue is the roadway risk presented by HCDD. The report discusses research on control measures used in one or more of the States & proposes solutions.
